5v 500mA DC means a power supply providing 5V DC rated for maximum 500mA current draw.

You need to have a step-up DC voltage converter or boost driver for that.
You can do it easily by using LM2577 IC. Google for it.

I tried to build yr usb li-ion charger but having some problems. It couldnt charger my battery, & having weird behaviour. Counld get s8550d so i replaced with bd136. The LED doesn't flashs. Nothing happen. Was it my Lm358 failed???
Decrease R6 and R7 to something lesser than 1K (say, 680/820E) and test if that helps.

when I plug in the usb .why full LED always light?
I think battery not connected, so full LED always lights.
By the way . my Led so dark . not like as you . why ?
Check if they are having much forward voltage. In few manufacturer's LEDs the voltages are higher than standard. Try other brand ones.

What resistor do I have to change to lower the charge rate to around 300ma? I can't seem to find my answer in the datasheet.

Hello I built the circuit exactly how you stated but i used a TIP2955 instead.
my output power was very low but when i removed LED 1 the voltage a lot more to what i would like. However i am only getting a 80mA out but i would like something a lot higher.
Is there anything you could suggest that could help me fix these problems please?
